Overview
The Hong Kong-Related Sanctions program addresses the erosion of Hong Kong's autonomy following actions by the PRC. The national emergency declared under E.O. 13936 expired on July 14, 2026; however, the Hong Kong Human Rights and Democracy Act of 2019 (HKHRDA) and the Hong Kong Autonomy Act (HKAA) of 2020 remain in effect. Persons sanctioned solely under the IEEPA-based E.O. 13936 authority have been removed from the SDN List, while persons sanctioned under HKAA remain on the NS-MBS List.
