The Sanctions Intel dataset — every program, authority, country mapping, restriction and change, across 15 authorities — is free to browse and free for non-commercial use under CC BY-NC 4.0. If you use it to run, build or support a business — screening, monitoring, compliance, or as data inside a product — you need a commercial license.

How licensing works
Non-commercial use — research, journalism, academic work, evaluation — is free under CC BY-NC 4.0 with attribution (Source: Sanctions Intel).
Commercial use requires a license. A Professional license grants commercial rights to the API and bulk export for a single organization. An Enterprise / reseller license adds redistribution rights, higher volume and an SLA — for embedding the data in a product offered to your own customers.
